I know this is wicked old, but it took me awhile to find the answer, so in case someone else is looking for the solution, here it is.
1. Log in to "Lotus Notes" on the user's local PC with their id.
2. Go to "File" --> "Security" --> "User Security"
3. Click to expand "Your Identity" then click "Your Certificates" and then click the "Other Actions" pull down and select: "Mail.Copy Certificates(Public Key)"
4. Click the button "Copy Certificate". (You can also hit "Mail Certificate", and then email the certificate to yourself and then copy the data out of your Inbox.)
5. Open the "Master Address Book" with administrative privileges.
6. Open the "Person Document" of the user with the error in "Edit Mode".
7. Click on the "Certificates" tab.
8. Delete all the data in the "Notes certified public key" field.
9. Right click and hit paste to paste the data you have copied from the user's local certificate.
10. Hit "Save and Close", and then replicate the "Master Address Book" to the local user.
Now that the "Master Address Book" and the user's "Personal Address Book" match, the error should go away.
